Accountant / Fiscal Analyst III Job at State of South Carolina – 2.8 in Columbia, SC
Provide customer service by answering phone calls, returning phone calls and emails within 24 hours, as well as working in harmonious and professional relationships.
Review and verify all personnel transactions (114 forms) including but not limited to new hires, terminations, retirements, bonus payments, overtime, dual employment, temporary salary adjustments, leave without pay and wage garnishments within the same payroll cycle that it is submitted. Maintains all payroll records in a secure location at all times.
Processes and reviews all forms of accounting transactions for administrative payments. This includes collecting, analyzing and maintaining relevant accounting documentation for submission to the Comptroller General’s Office for payment. Maintain all spreadsheets with accurate balance and funding information for all assigned vendors to ensure that all accounts are being processed in 3 business days from receipt date as well as update all ledgers daily to ensure fund availability at the time of each payment and maintain accurate backup documentation and files for each individual vendor to ensure that verification of payment can be made upon the receipt of an inquiry.
Responsible for the calculation and reporting of financial information to the Public Employee Benefit Authority (PEBA). Includes applications for returns of contributions, final retirement deductions and average compensation forms.
Prepares salary reports for one time payroll expenditures and other ad hoc reports upon request. Assists with the preparation and coordination of semi-annual salary percentage surveys for the agency. Prepares adjusting entries in SAP when needed. Ensure that operating desk procedures are updated as needed due to changes in laws, rules and regulations made by the agency, other state agencies and the federal government.
Ensure all staff and program areas have working knowledge of agency policies, procedures and pertinent state and federal government regulations as it relates to accounting and finance. Also, make certain that cross training has been performed for each team function to allow for area coverage while maintaining segregation of duties. Each employee must also attend at least 20 hours of professional development courses, conferences or webinars in a given fiscal year.
Perform additional duties as assigned within the specified timeframe and according to the directions made available at the time of the assignment.
A bachelor’s degree in accounting, finance, business or a related field and professional experience in a related area, such as accounting, auditing, finance or banking.
Sitting or standing for long periods of time.
Lifting requirements: 20 lbs.
