Accounting Manager- ACCOUNTS PAYABLE (Finance) Job at Shelby County Government – 3.6 in Memphis, TN

Position Summary

This position works under the direction of the Finance Administrator and is responsible for ensuring the duties of the Accounts Payable department and systems related to timely payment transactions and financial commitments for all of Shelby County Government are carried out according to departmental policy and procedure.

Pay Grade: 56 Minimum Qualifications

100.00% – 1. Five (5) years of experience in a lead/supervisory role working in an accounting environment; and

2. Bachelor’s degree from an accredited college or university in business administration, accounting, finance, or related field; OR

3. An equivalent combination of related education and/or experience.


1. Processes and reviews all payment documents including checks, procurement card payments, travel procurements, outgoing wires and other specialized fiscal forms and remittance reports.

2. Reviews records for accuracy, completeness, timeliness, and compliance with County policies, procedures and legal requirements.

3. Maintains specialized computer data bases, spreadsheets and ad-hoc reports to obtain, verify, update and report financial information.

4. Manages the accounts payable department and staff.

5. Ensures that the accounts payable and the County”s financial obligations are met efficiently and timely.

6. Oversees tax-related processes, such as 1099 tax information.

7. Oversees all payment transactions such as ACH, wires, paper checks and so on.

8. Tracks status of all payment transactions with external or third-party vendors and contractors.

9. Standardizes procedures to generate efficiency in-house and creates internal templates for County wide use.

10. Communicates in a timely manner to any inquiries as they relate to department.

11. Serves as the primary point of contact for all general banking activity, inquiries from the County Attorney, management and other legal open records requests for financial issues.

12. Assists the Trustee office and other banking relationships with discrepancies or issues. Provides information required during routine daily banking transactions.

13. Works with the Information Technology staff on system upgrades, service pack installations to financial system, etc.

14. Provides input and direction to monthly financial system user group.

15. Performs other related duties as required or directed. Knowledge, Skills and Abilities

KSAs – 1. Experience with leadership roles and display problem-solving capabilities.

2. Basic computer skills with prior experience working with accounting software like General Ledger (GEMS) software.

3. Skilled in Microsoft Office Applications.

4. Strong interpersonal and communication skills, including written, to interact with employees, superiors, and customers.

5. Strong analytical and time management skills.

6. Excellent presentation skills.

7. Must be detailed oriented paying close attention and noticing minor details. Special Requirements

Must have substantial ERP AP system experience, as well as 1099 filing experience. Disclaimer
