Duties

As the Controller, you will:
Oversee the daily accounting, financial systems, and reporting operations of the National Gallery of Art.

Advise the Treasurer, senior management and department heads on accounting, reporting, tax, and other financial management activities.

Provide expertise in the evaluation of new standards and pronouncements to determine their applicability, and leads the formulation, coordination, guidance, and implementation of applicable accounting policies, standards, and systems ensuring compliance with federal and not-for-profit accounting and reporting standards, laws, and regulations.

Coordinate all activities associated with the accurate and timely recording of all National Gallery of Art financial transactions.

Develop and maintain quarterly and monthly financial statements and review processes to ensure timely and accurate financial information.

Oversee and is responsible for the outcome of the National Gallery’s annual financial statement audits and internal audits, serving as the primary liaison with the external and internal auditors.

Establish, monitor, and enforce internal controls over financial operations and reporting and oversees timely resolution of audit findings.

Responsible for development, coordination, and maintenance of all internal and public-facing financial reporting operations including regular financial reports to the board and periodic reports to donors.

Oversee the production of the National Gallery’s tax returns and ensures timely and accurate reporting to the IRS.

Oversee and manage time and attendance reporting and the timely and accurate processing of payroll.

Lead the recruitment, selection and training of FRSA personnel to build a high performing team to carry out all accounting and financial systems and reporting functions.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the SL-0510-00. Specialized experience is at least one year of experience (combined), equivalent in responsibility to the GS-15 grade level in the Federal service, responsible for the overall management, safekeeping, and integrity of financial assets and financial operations, for a major organization or institution.

All applicants must have 1 year of experience. Experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Address each of the following MTQ’s separately. MTQ Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications. 1.Comprehensive knowledge of Federal and not-for-profit accounting standard, policies, principles, and techniques; knowledge of Federal government and not-for-profit audit standards and principles; and knowledge of Federal and not-for-profit internal control programs.

2. Directing, managing, and overseeing accounting and financial management personnel, activities, programs, policies, systems, and operations.

3. Providing expert financial management advice and guidance to senior leadership.

4. Recommending and overseeing program and major project initiatives and resolving program problems.

5. Effective communication skills: the ability to write well and speak effectively to groups, staff, and leadership, as well as the ability to translate complex financial information to support executive decision-making.

Basic Requirements

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”)

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include oneof the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.
