THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL ANALYST, Position Description Number T5741400 and is part of the KS 184 Intelligence Wing, National Guard.
As a FINANCIAL ANALYST, GS-0501-09, you will plan, coordinate, and perform Financial Management analysis, and quality reviews, of squadron and group level accounting and financial management programs. Work involves preparing, analyzing, presenting, and advising on financial data. The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions. The work requires a professional knowledge of accounting theories, principles, and practices. Duties performed are in support of ANG operations, training, and readiness missions. Perform other duties as assigned.

Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Must be able to obtain and maintain a secret T3 security clearance within one year of appointment.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
May occasionally be required to work other than normal duty hours; overtime may be required.
Position designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
As a basis of continued employment/appointment to a GS-0501 position, the employee must complete all Financial Management Program education and training.
As a basis of continued employment/appointment to a GS-0501 position, the employee must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date.
As a basis of continued employment/appointment in the GS-0501 finance position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.
GENERAL EXPERIENCE: Experiences gained through military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following five basic qualification factors are applicable to each GS-0503 career level grades, as cited above:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: Experience that prepares the applicant to perform the prescribed duties of the GS-0501 position. An applicant must demonstrate the specialized experience competencies, as cited in each Series’ grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through military service. Applicants, who were prior service members or who are currently serving in a military component and completed the applicable military technical school skill financial training and have working experiences in the military finance programs, are considered qualified for the GS-09 entry-level position.
ARNG GS-0501-09, Entry/Novice. To qualify for hire consideration into one of the two ARNG USP&FO GS-0501-09 positions located in the JFHQ-State USP&FO, the applicant must be eligible for entry into the position’s financial management certification career program based on the position’s GS-grade before final approval and appointment is processed. The applicant must have at least three months of basic finance program training that provided knowledge of financial principles and procedures. The applicant must have a basic understanding of the basic principles and concepts of the National Guard financial business program requirements. The applicant must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. The applicant must have an understanding of the basic principles and concepts of the National Guard financial business program requirements. An applicant must have experiences and training that demonstrate his or her capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
Must also have the knowledge and understanding of pay operations, such as Military Pay, Civilian Pay, Accounts Payable, and Travel Pay. Skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. Experienced and competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances.
As a condition of continued employment in the GS-0501-09 positions, dependent on each position’s certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position.
Substitution of Education for Specialized Experience. To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.
For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by:
1. Use the data point of .67 to compute Quarter Hours into Semester Hours:
36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.
2. May compute the number of semester hours an applicant has earned, after he/she successfully completed 36 quarter credits in accounting discipline courses:
36 Quarter Hours /1.5 = 24 Semester Hours.
Hint: Whether you are converting Semester Hours into Quarter Hours; or, Quarter Hours into Semester Hours, the applicable computation data points are correct.
