Financial Analyst II Job at North Carolina Dept of Health and Human Services – in Raleigh, NC

This position will support the Finance & Accounting Section of DHB with primary responsibilities of administering accounts receivable and accounts payables. These duties include provider hardships and extended repayment plans, reviews of financial activities of the DHB Fiscal Agent, administering a set of financial transactions to support Medicaid Managed Care, and working directly with the provider community on financial inquiries. This position reports to the Accounting Manager while also supporting other Finance unit personnel. Financial Analysts are generally assigned certain primary responsibility functions and also provide assistance to teammates to help the Finance team achieve overall program objectives. As an analyst, guidance and direction will be provided by management; however, it is expected that individuals will be able to independently perform the required tasks while keeping management informed of progress.
Job Specific Responsibilities
Serve as liaison between DHB Finance, Providers, Fiscal Agent, and other DHB business units to gather relevant information to recommend action on provider hardship requests
Communicate data needs, decisions, and necessary actions to the requesting providers
Ensure timely review and processing of financial transactions through NCTracks to support various key financial elements of Medicaid Managed Care
Ensure a schedule of reoccurring monthly payments to external entities are timely executed
Foster fiscal accountability and compliance within the program areas to ensure proper records are memorialized for future audits and reviews of DHB Finance
Receive hardship requests and recommend action to DHB Finance
Execute repayment agreements and facilitate the issuance of advances
Ensure receivables and repayment plans are established, and track the satisfaction of the provider repayment obligations
Access DHB financial data using NCAS system and XTND application to prepare weekly report of vendor payables on hold status, including the determination of federal shares to be drawn by grant source
Review for non-performing accounts receivables and recommend referral to the DHHS Office of the Controller
Prepare and present on findings of data analysis and reviews, including supporting management in addressing both formal and informal data request and inquiries

Recruitment Range: $51,895 to $72,000

CPA or MBA
Minimum Education and Experience Requirements
Bachelor’s degree in accounting, banking, finance, business administration, economics, or related discipline from an accredited institution and 1 year of directly related experience or an equivalent combination of education and experience.
Degrees must be from appropriately accredited colleges or universities.
