FINANCIAL ANALYST (Title 5) Job at US Department of the Air Force – 4.4 in Texas
This position is located in the 149th Fighter Wing, Kelly AFB, San Antonio, TX. The purpose of this position is to is plan, coordinate, and perform Financial Management analysis, and quality reviews, of squadron and group level accounting and financial management programs.
As a FINANCIAL ANALYST (Title 5) with the Texas Air National Guard, your duties will include, but will not be limited to:
Serves as the CSS point of contact for day-to-day budget/financial issues.
Uses financial management and other automated systems and computer-generated products in accomplishing budgeting assignments.
Provides interpretation of financial guidance to unit commanders, Resource Advisors (RA’s), orderly room personnel, and others.
Prepares/edits narrative justifications for projected funding needs and submits to the Comptroller Flight’s Budget Office.
Serves as Unit Workday Control Officer (UWCO), responsible for monitoring and advising on the use of all workdays and dollars.
Serves as the CSS’s Agency Program Coordinator for the Government Travel Card (GTC) program.
Performs other duties as assigned.

Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform. This is a Financial Management Level Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program and will be required to obtain certification. Certification requirements are outlined in the DoD Instruction 1300.26.
Must obtain the required Level One Financial Management Program Certification within two years.
Direct deposit is mandatory.
May be required to successfully complete a probationary period.
A Recruitment Incentive up to 25% may be offered to newly hired employees if funds are available and calculated as a percentage of base pay. Specialized Experience Required:
To qualify at the GS-09 grade level your resume must include relevant experience with beginning and ending dates of employment/experience reflecting at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. The applicant must have an understanding of the basic principles and concepts of the National Guard financial business program requirements. An applicant must have experiences and training that demonstrate his or her capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
The applicant must have at least three months of basic finance program training that provided knowledge of financial principles and procedures. The applicant must have a basic understanding of the basic principles and concepts of the National Guard financial business program requirements.
An undergraduate degree from an accredited college/university is mandatory. The degree must be in finance; or, in a related field such as, business administration, business management or public administration that included – or – was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. A graduate degree in finance or a related field is optimum.
