About the Division:
The Financial Services Division (FSD), providing strategic financial expertise in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor a $12 billion annual budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency program, policy and clinical divisions to ensure financially sound implementation and monitoring of program strategies.

About the Position:
The Fiscal Analyst 3 will plan, coordinate and conduct payroll transaction entries, information verification and audits in accordance with IRS, OFM, state and federal regulations. They will compute and process payroll transactions accurately and within the proper pay periods. Ensure accurate payment of payroll deductions and employer costs to vendors each payroll cycle. The incumbent will serve as the primary payroll consultant for employees and strive to continually maintain employee confidence and confidentiality.

Duties

Some of what you will do:
Train and develop the Fiscal Analyst 2’s in all aspects of the payroll processes and procedures to process the payroll data.

Assist the Fiscal Analyst 2’s with questions and day-to-day operational issues with leave, payroll processing, and all corrections or adjustments.

This position will ensure that the Fiscal Analyst 2’s are trained on the payroll coding override processing for multi coded positions to properly account for grant or special project expenditures.

Independently performs complex analysis and interpretation of financial and system information to determine appropriate action.

Make necessary corrections to keep accounts in balance.

Review, analyze, and reconcile financial transactions for all payroll general ledgers accounts to verify reasonableness and accuracy of employee and employer taxes.

Participates in the closing of a fiscal year and biennial closing by ensuring financial records are recorded in the proper fiscal year.

Prepare, validate, and submit information for payroll tax liabilities for the agency.

Establish and maintain employee benefits; Retirement, Medical, Dental, Life and Long-term Disability.

File claims when appropriate.

Assist customers in person or over the phone.

Organize, prioritize, problem solve and make daily decisions.

Provide interpretation and adhere to OFM, HCA, DOP, and IRS guidelines.

Pursue collections and book receivable on any overpayments.

Evaluate and interpret garnishment requirements and amounts as legal documents are received by the agency within strict timelines.

Complete employment verifications.

Generate ad hoc reports.

Process payroll journal vouchers.

Provide guidance and problem resolution on payroll issues.

Qualifications

Required Qualifications:
This position requires an associate degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and two years of relevant professional experience.

Professional experience may substitute for education.

A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

Desirable/Preferred Qualifications:
Two years of experience with Washington state payroll, benefits, and leave policies and procedures. One year of experience interpreting, applying, and explaining payroll related rules, regulations, laws, policies, procedures, and/or bargaining agreements to staff.

Two years of experience using HRMS or similar payroll system with responsibility performing the following tasks: processing payroll, benefit, and leave transactions; analyzing employee leave balances; adjusting leave accruals; running MyPortal leave reports and troubleshooting MyPortal leave messages.

Intermediate spreadsheet software knowledge and experience. Demonstrate the skill to create, modify, print, and format spreadsheets and work with formulas and functions.

Six months or more experience using word processing software to create, format, preview, print and save documents. Use standard functions to edit, copy, paste and format and spellcheck.

Strong attention to detail.

Ability to convey ideas and facts orally and in writing using language the audience will best understand.

Ability to develop positive, productive, and respectful work relationships.

Excellent customer service skills with experience assisting a diverse customer base.
