About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14/15.Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Plans, organizes, and directs the operation of the branch.
Reviews the guidance initiated by higher headquarters, develops and sets CECOM?s time and attendance policies, and ensures that all Command activities receive the guidance required for their actions.
Determines Command progress and actual or potential problem areas, trends, significant accomplishments, merit and deficiency situations, areas of imbalance or other similar factors in relation to established goals and program objectives.
Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
Assures that objective is accomplished as prescribed by higher echelons, and reviews and approves major recommendations and proposals to assure that maximum benefits are realized from available financial resources.
Coordinates resource utilization with other internal G8 and appropriate external activities.
Sets policy for the Command in such areas as operating guidelines.
Interprets a wide range of financial and personnel laws, directives and policies, and renders decisions as to the proper application of such directives.
Represents CECOM as a subject matter expert (SME) at Army Materiel Command (AMC), Department of the Army (DA), and Department of Defense (DoD) workshops or other collaborative activities.
Deals with broad and responsible aspects of personnel management such as currency and adequacy of job descriptions; selection and appraisal of team lead positions; employee complaints; and organizational training programs.
Performs the full range of supervisory duties for a staff of primarily professional, full performance, and expert employees
Develops Contribution-Based Compensation and Appraisal System (CCAS) performance objectives and exercises full authority as a member of the pay pool management in assessing contribution and preparing statements of duties.
Finds ways to improve production or increase the quality of the work directed and develop performance standards.
Occasional travel – You may be expected to travel for this position.

This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in career category Business Financial Management within 24 months of entrance on duty.
Must be able to obtain and maintain a Secret security clearance.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Experience interpreting budget policies, coordinating and planning budget services, managing resources, and forecasting budgetary trends in an organization. Experience providing guidance, direction, and administrative oversight to a team of analysists involved in the payroll functions and/or resource management throughout an organization. Experience providing technical expertise and guidance to an organization on the proper execution of payroll and recommending corrective action in order to achieve optimum program effectiveness. Experience providing detailed analysis of work group assignments, and contributing to team member evaluations.
