Summary

Responsibilities

You will serve as the principal advisor to senior managers on the development, implementation and, revision of financial management policies, plans, and programs.

You will serve as the technical advisor for Finance systems, military pay, travel pay, disbursing policy and procedures, and financial management MOSs.

You will be responsible for developing , establishing, and implementing financial systems, policy and procedures for Marine Corps finance/disbursing operations world-wide.

You will be responsible for oversight of the processes, timeliness and accuracy of military pay and travel pay at all Marine Corps installations and world-wide.

You will serve as a supervisor by planning work, set priorities, schedule work, assign subordinate work, develop performance standards and evaluate employees, hear and resolve employee complaints and take disciplinary measures to higher supervision.

You will generate, recommend, and implement new and revised financial management concepts, methodologies, policies, and strategies in support of the organization’s programs.

You will provide oversight for the transition plan that will move TSO and MCSMD from one site to another, to include strategic planning, capital planning, workforce planning, coordination for work spaces at the new site.

You will be responsible for reviewing legislative and policy proposals; coordinating finance matters with senior civilian and military personnel developing/implementing regulations and directives that establish the policies and principals for

determining entitlement to various elements of military compensations and overall administration of Headquarters Marine Corps finance liaison with external agencies to include but not limited to the

Defense Finance and Accounting Service (DFAS), Department of Treasury, other military Services, and the Department of Defense.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to lead, supervise, motivate and counsel employees; providing administrative and policy direction. Theorize, plan and direct entire financial or budgeting systems for large scale department/agency wide programs of national or international scope. Mastery of concepts, principals, laws and regulations of financial administration and budgeting to generate concepts and methodologies.
